Referendum. PD valuta il presidente del Comitato per il ‘sì’. Intanto il Movimento 5 Stelle inizierà la raccolta delle firme per dividere il referendum per capitali.

Davanti alla mina dello “spacchettamento” del referendum piazzata dal Movimento 5 Stelle e dai Radicali, il Pd vaglia i nomi da schierare in campo per la lunga campagna referendaria, a cui Matteo Renzi ha legato la durata del governo. Contatti sono in corso con Franco Bassanini, Luciano Violante, Pierluigi Castagnetti, che si sono esposti per il ‘sì’. Ma al segretario dem tocca trovare un presidente del Comitato. Voci che si rincorrono in Transatlantico a Montecitorio indicano il costituzionalista Sabino Cassese, professore di diritto amministrativo e componente della Consulta fino al 2014. Ma per adesso si tratta soltanto di indiscrezioni perché c’è tempo ancora fino al 15 maggio, giorno in cui il Comitato referendario a favore della riforma si insedierà ufficialmente. Anche l’ex premier Giuliano Amato potrebbe partecipare attivamente a questa campagna autunnale. Mentre l’ex Capo dello Stato Giorgio Napolitano già lo ha fatto ma avrebbe declinato l’invito di diventare presidente del Comitato. Di certo ci saranno diecimila comitati per il ‘sì’ su tutto il territorio nazionale e l’esperto di comunicazione Jim Messina è già a lavoro.

Nella squadra c’è poi Stefano Ceccanti, costituzionalista ed ex senatore del Pd, che fin dal primo momento ha contribuito alla stesura del ddl Boschi. Tra i docenti che hanno dato la loro disponibilità ci sono Francesco Clementi (professore di Diritto pubblico comparato a Perugia), Massimo Rubechi (Diritto costituzionale a Urbino), Nicola Pignatelli (Università di Pisa) e Carlo Fusaro (Scienze giuridiche a Firenze).

Intanto il Movimento 5 Stelle nei prossimi giorni inizierà la raccolta delle firme per presentare tre, forse anche quattro, diversi quesiti per dividere il referendum per capitali. A sostegno di questa proposta ci sono molti altri costituzionalisti, per una precisa strategia di attacco alla consultazione che potrebbe rivelarsi per Renzi una vittoria mutilata se una parte della riforma non sarà confermata dai cittadini. In tutto sul fronte del ‘no’ ci sono cinquantasei giuristi hanno pubblicato un documento di critica alla riforma costituzionale. “Non siamo fra coloro che indicano questa riforma come l’anticamera di uno stravolgimento totale dei principi della nostra Costituzione e di una sorta di nuovo autoritarismo – scrivono i firmatari, tra cui costituzionalisti come Gustavo Zagrebelsky, Valerio Onida, Antonio Baldassarre, Lorenza Carlassare, Ugo De Siervo -. Siamo però preoccupati che un processo di riforma, pur originato da condivisibili intenti di miglioramento della funzionalità delle nostre istituzioni, si sia tradotto in una potenziale fonte di nuove disfunzioni e nell’appannamento di alcuni dei criteri portanti dell’impianto e dello spirito della Costituzione”.
