Il presidente PD delle Marche Luca Ceriscioli voterà andrà a votare e voterà sì al referendum del 17 aprile sulle trivellazioni in Adriatico, anche se è soddisfatto per il lavoro svolto sul tema “dal Governo e dalle Regioni in questi mesi”. Nella Legge di stabilità 2016, ricorda, l’esecutivo “ha inserito diverse di quelle richieste che alcuni Consigli regionali, compreso quello delle Marche, avevano sollevato, dando risposta a cinque dei sei quesiti”. Il referendum di domenica “riguarda un solo quesito, la durata delle concessioni entro le 12 miglia, un tema residuo.
Quest’ultimo elemento chiuderà la partita, ma il grosso mi sembra già definito. Con il referendum, dunque, si completerà un percorso. Per questo domenica andrò a votare e voterò ‘sì”.Nel sottolineare i risultati raggiunti nella trattativa fra le Regioni capofila dei referendum (Marche comprese) e il Governo, ricorda che è vietato “fare nuove trivellazioni nelle aree marine protette e nel raggio delle 12 miglia dalla costa, con il blocco di tutti i provvedimenti concessori dal primo gennaio 2016, anche quelli già avviati ma non ancora giunti a compimento”. Tra le altre proposte accolte, figurano inoltre “il declassamento delle attività di trivellazione (non più carattere strategico, di indifferibilità e urgenza), ma solo pubblica utilità; l’abrogazione della norma che consentiva al Governo di emanare il piano delle aree in cui sono consentite le attività di trivellazione, così Regioni e enti locali tornano ad avere voce in capitolo con la Conferenza unificata”. Scompare inoltre “la possibilità di proroga della fase di ricerca degli idrocarburi (6 anni) e della fase di coltivazione (30 anni)”. Tutte queste disposizioni “hanno consentito il superamento di 5 dei 6 quesiti referendari presentati da alcuni Consigli regionali. Il quesito rimasto riguarda solo le trivellazioni già in essere e la durata delle loro concessioni”. Il referendum sulla durata delle concessioni entro le 12 miglia è perciò “un tema residuo. Quest’ultimo elemento chiuderà la partita, ma il grosso mi sembra già definito. Con il referendum si completerà un percorso”. Per questo, conclude, “domenica andrò a votare e voterò ‘sì’. Anzi voterò due ‘sì’, considerando che, nel mio comune di residenza, si voterà anche nel referendum per la fusione dei Comuni di Pesaro e Mombaroccio.”
