La poca lungimiranza della nostra classe politica e dirigente emerge con chiarezza nella gestione delle risorse destinate a due settori strategici come la scuola e la cultura, slogan, promesse e roboanti discorsi si perdono di fronte ai dati sconfortanti diffusi dall’Eurostat per la spesa pubblica in scuola e cultura.

Il nostro paese è penultimo in Europa per la spesa in educazione: 4,1% del PIL rispetto al 4,9% della media UE, peggio di noi solo la Romania con il 3%. Il dato più preoccupante emerge però se si scorpora la gestione delle risorse, come scrive Silvia Mastrantonio su QN: “la spesa è in linea con la media per l’educazione primaria, lievemente più bassa per quella secondaria mentre è notevolmente inferiore per l’educazione terziaria ovvero universitaria, post universitaria e nella ricerca. La spesa in percentuale sul PIL nell’educazione terziaria è allo 0,8% in media UE e allo 0,3% in Italia mentre per la percentuale sulle spesa pubblica l’UE si attesta in media sull’1,6% e l’Italia sullo 0,7%. Nella spesa per l’istruzione terziaria il nostro Paese è fanalino di coda in UE, lontanissimo dai livelli tedeschi (0,9% sul PIL e 2% sulla spesa pubblica)”.

Da questi dati emerge non solo l’insufficienza delle risorse destinate all’istruzione ma anche la carenza di investimenti nei giovani universitari che saranno la futura classe dirigente e che dovrebbero rappresentare l’élite del paese. La gravità di una bassa spesa pubblica per l’istruzione sta proprio nella mancanza di una progettualità e di una visione ad ampio raggio per il futuro del paese che rischia sempre di più, in un mercato del lavoro ormai diventato globale, di penalizzare i nostri giovani.

Tale carenza è ancor più evidente nel settore della cultura dove, grazie al nostro patrimonio culturale unico al mondo, avremmo la possibilità, con investimenti mirati e risorse ben gestite, di generare profitti che gioverebbero non solo al settore culturale ma all’economia del paese in generale.

Quando comprenderemo che gli investimenti in cultura dovranno essere un asset strategico per lo sviluppo futuro del nostro paese (bassi costi di investimento a fronte di alti ricavi), saremo finalmente in grado di destinare le risorse in modo congruo e uniformarci agli altri stati europei. Nel 2014 l’Italia ha speso lo 0,7% del Pil in cultura a fronte dell’1% europeo, con una percentuale della spesa pubblica in servizi culturali pari allo 0,6% a fronte dell’1% europeo.

Le parole d’ordine per i prossimi anni dovranno essere ottimizzazione delle risorse e aumento della spesa in cultura secondo una logica non assistenzialista ma imprenditoriale anche da parte dello Stato, solo così si potrà creare un sistema sostenibile e virtuoso come già avviene nei principali paesi.
