La riforma costituzionale che sarà sottoposta a referendum in autunno, “pur originato da condivisibili intenti di miglioramento della funzionalità delle nostre istituzioni”, si è tradotto in una potenziale fonte di nuove disfunzioni del sistema istituzionale” per diversi motivi: “si è configurato un Senato estremamente indebolito”; per superare il bicameralismo perfetto si è configurata “una pluralità di procedimenti legislativi differenziati” “con rischi di incertezze e conflitti”; alla Regioni, il cui assetto esce “fortemente indebolito”, si toglie “quasi ogni spazio di competenza legislativa”. Inoltre, la riforma ha l’obiettivo dichiarato di ridurre i costi, ma questo non si ottiene tagliando il “numero di persone investite di cariche pubbliche”.

Il documento ‘contro’ la riforma costituzionale promosso da una cinquantina di giuristi, è firmato da alcuni dei più importanti e noti costituzionalisti italiani.
