Il consigliere regionale Mirco Carloni (Area Popolare) è stato eletto presidente della commissione d’indagine della Regione su Banca Marche con 18 voti. Lo rende noto lo stesso Carloni: su di lui sono confluiti i voti di Forza Italia, Ap, Pd, Uniti per le Marche e Popolari Marche-Udc. Vice presidente è il capogruppo del Pd Gianluca Busilacchi. Lega nord, M5s e Fdi-An hanno votato Sandro Zaffiri, della Lega. La commissione di indagine ha tre mesi di tempo per presentare i risultati del suo lavoro. L’elezione di Carloni è avvenuta durante la prima riunione della commissione, convocata dal presidente del Consiglio regionale Antonio Mastrovincenzo, la Commissione regionale d’indagine su Banca Marche. La Commissione inizierà la sua attività e le audizioni con i soggetti protagonisti della vicenda. “Lavorerò insieme ai colleghi – ha detto Carloni – con grande trasparenza per costruire una pagina della nostra regione che merita chiarezza. Questa sarà una indagine conoscitiva che abbiamo il dovere di fare per tutti coloro che hanno perso i loro risparmi in Banca Marche”. “Inizia un lavoro importante – ha commentato il Busilacchi – fortemente voluto dal Pd e da tutta la maggioranza per fare chiarezza su questo argomento. Siamo fiduciosi che l’indagine sarà svolta nel migliore dei modi per portare presto in Aula la relazione secondo i tempi stabiliti”.

Anche il commissario liquidatore della vecchia Banca Marche, Bruno Inzitari, ha chiesto al tribunale fallimentare di dichiarare lo stato d’insolvenza dell’istituto che ora è in liquidazione coatta amministrativa. L’istanza è arrivata nel procedimento già avviato dalla medesima richiesta avanzata, nel gennaio scorso, dal pool di pm di Ancona – il procuratore Elisabetta Melotti, i pm Andrea Laurino, Serena Bizzarri e Marco Pucilli – che segue penalmente la vicenda del default di Bm. Il tribunale ha fissato l’udienza per il 7 marzo. Davanti al giudice, oltre a rappresentanti della procura, compariranno anche Inzitari, ora anche nelle vesti di ricorrente, e gli altri ex commissari straordinari del vecchio istituto di credito Feliziani e Terrinoni, nominati da Bankitalia per gestire l’istituto dal 2013 fino al novembre 2015, quando è stato emesso il decreto salva banche. Nel procedimento non sono invece citati gli ex vertici dell’istituto di credito in carica fino al 2012, molti dei quali coinvolti nell’indagine penale ‘madre’ in fase di chiusura. Qualora venisse accolta la dichiarazione d’insolvenza, presupposto anche per alcune azioni di tipo civile, la procura potrebbe contestare reati di tipo fallimentare come la bancarotta fraudolenta la cui prescrizione decennale decorrerebbe dal giorno della dichiarazione d’insolvenza.
