Bolletta elettrica, da gennaio le famiglie numerose pagheranno meno

Dal primo gennaio del 2016 scatta la rivoluzione della bolletta della luce. Con l’anno nuovo, infatti, partirà la riforma delle tariffe dell’Autorità per l’energia che, con ampia gradualità, interesserà i 30 milioni di utenti elettrici domestici italiani.

La riforma, introdotta dalla direttiva europea 27/2012 sull’efficienza energetica, prevede che gradualmente venga superata l’attuale struttura progressiva delle tariffe di rete e per gli oneri generali di sistema, vale a dire con un costo unitario del kilowattora che cresce per scaglioni all’aumentare dei prelievi, introdotta circa quarant’anni fa a seguito degli shock petroliferi degli anni ’70.

Al termine del processo di riforma, strutturato in tre anni, la tariffa di rete (cioè i costi pagati per la trasmissione, distribuzione e misura dell’energia elettrica) e la tariffa per gli oneri di sistema (cioè i costi per sostenere attività di interesse generale per il sistema elettrico), in totale oltre il 40% della nostra bolletta, saranno uguali per tutti e per ogni livello di consumo.

Ogni utente quindi pagherà in modo equo per i servizi che utilizza e la gradualità permetterà di evitare eccessivi effetti su chi oggi con bassi consumi paga un po’ meno, come per esempio single o coppie benestanti. Per chi invece deve consumare di più, per esempio le famiglie numerose o chi abita in aree non metanizzate, ci sarà una sostanziale riduzione del sovra-costo fino a oggi sopportato.

Per le famiglie in reale stato di bisogno, a basso reddito, l’Autorità per l’energia elettrica ha poi previsto un ammortizzatore che annullerà ogni possibile effetto negativo. “Lo strumento – spiega un comunicato dell’Autorità per l’energia elettrica – è il bonus sociale di sconto, capace di intercettare chi è in concreta difficoltà. Con la riforma nel 2016 ne viene previsto il potenziamento automatico da parte dell’Autorità, in modo che per le famiglie a basso reddito che ne hanno diritto già dal prossimo anno non ci sia alcun aggravio di spesa, mantenendo allo stesso tempo la propria agevolazione. A regime, per neutralizzare ogni effetto, la stessa Autorità ha segnalato a Governo e Parlamento l’opportunità di rafforzare stabilmente il bonus, sia in termini di intensità, portando lo sconto sulla bolletta dall’attuale 20% fino al 35% della spesa, sia con un ampliamento della platea di chi ne ha diritto”.
